The Oregon Foster Care Review Project

In 1998-2004 the State of Oregon contracted with CARE to assess the safety and stability of every child foster care placement in the State of Oregon.  The study involved interviewing the caseworker, licensing worker, foster parent and a collateral contact of each child in care in the State.  Results were presented at both individual child and aggregate levels to the Director of the Oregon State Office of Service to Children and Families.  The results were used as part of a consent decree in the State of Oregon to identify and prevent potential threats to the safety or stability of specific children in foster care as well to make improvements in the system overall.
