POSITION PURPOSE: Provide energetic leadership in developing and sustaining an innovative Family-Self Sufficiency (FSS) program as part of the redevelopment of the Hamilton Crossing housing development in Ypsilanti, MI. In partnership with community agencies, this position will coordinate initiatives that help residents achieve economic and housing self-sufficiency and increase academic success for their children. Funded by the Kresge Foundation and HUD, this new program will be a model of creative and entrepreneurial approaches to community redevelopment.  The 68 primary families in the FSS program will be living in newly renovated, modern, well-designed and affordable apartments with free wi-fi and reduced cost computers in home as well as a community center and computer lab. 

The well-qualified candidate will have a MSW or LLSW.  Minimum requirements are a Bachelor’s Degree in Social Work or in an area of the human services, and at least two years experience working with low-income populations. Minimum annual salary of $40,000; negotiable upon qualifications and experience.  It is anticipated that the position will become permanent after program start-up period. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

I.     Program Development and Management:

  • Coordinate the development, implementation, and evaluation of the Hamilton Crossing Self-Sufficiency program for residents and their families in partnership with SOS and the other participating agencies on the Coordinating Committee .
  • Assist Property Manager in developing screening and intake process for accepting potential households into the Hamilton Crossing community.

 

  • Develop Individualized Self-Sufficiency Plans with heads of households.  Monitor and track participants’ progress on objective, verifiable goals within their plans.
  • Assist in the coordination of supportive resources (childcare, transportation, and community mentorships) enabling residents to participate consistently in life skills, employment and education programs.
  • Co-facilitate education, employment, and life skills groups.
  • Assist in the development of educational enrichment programs/activities for children.
  • Assure that all program and services development reflects commitment to diversity, equity, and multi-cultural competence.
  • Assure meaningful and appropriate level of resident participation in program planning, development, and implementation.

II.    Community Partnerships and Linkages:

  • Develop and maintain knowledge of community organizations, work force development, counseling and health care provider programs, and other community resources that support the identified needs and goals of program participants.
  • Work with local service providers (including participating inter-agency planning groups) to link program participants to supportive services and ensure services are provided on an ongoing, regular, and satisfactory basis.
  • Participate in quarterly Community Coordinating Committee meetings and report on program activities. The Coordinating Committee consists of senior staff from the following organizations:  EMU’s Institute for the Study of Children, Families & Communities, SOS, Washtenaw Community College, Parkridge Community Center, United Way of Washtenaw County and Ypsilanti Housing Commission.  This Committee has been working collaboratively for over a year to develop and support the Hamilton Crossing program.

III.   Volunteer Management:

  • Develop support service roles for interns and community volunteers (in partnership with EMU, SOS and others) that support programming for residents and their families.
  • Screen and  train community volunteers to help support program activities
  • Provide direct supervision of interns and community volunteers.

IV.    Program Evaluation and Reporting:

  • Work with EMU in partnership with SOS to survey residents and establish a baseline as families enter the program.  Develop objective benchmarks to measure success of families in achieving self-identified goals. Track and evaluate the overall success of the program and report regularly to Community Coordinating Committee. Assure timely and appropriate completion and submission of all reports and documentation required.
  • Assist with grant writing, community outreach, and other resource development activities as needed.
  • Perform other duties as assigned or directed.

BASIC QUALIFICATIONS:

The well-qualified candidate will have an MSW or LLSW.  Minimum requirements are a BSW degree or a Bachelor’s Degree in an area of human sciences and at least two years-experience working with low-income populations. Candidates with higher levels of education, licensure and experience are encouraged to apply as well.

Demonstrated skills in assessment, crisis intervention, group services, adult education/learning, and employment strategies. Ability and willingness to make home and/or work site visits.  Access to own transportation on a regular basis for home visits, required.  Previous experience in working with the special needs of minorities, women, and families living in poverty desired.  Familiarity and experience with accepted techniques for measuring program success—such as establishing baselines and objective benchmarks to measure program effectiveness is required.  Possession of Michigan Driver's License in good standing that meets agency insurance standards is essential.  Maintain compliance with the Substance Free Work Place Act, the Privacy Act and Federal, State, and local laws regarding professional standards of conduct.
