COMMUNITY OUTREACH PARTNERSHIP CENTER (COPC)

The COPC was established on September 25th 2001, with funding from the U.S. Dept. of Housing and Urban Development (HUD). These funds were awarded for a collaboration between EMU’s Center for Community Building and Civic Engagement (CCBCE) and the City of Ypsilanti. The grant adds substantially to the successful track record generated by the leaders and associates of the Center for Community Building and Civic Engagement since its inception in 1999.


Dr. David Clifford, Vice President for Extended Programs, and Dr. Elvia Krajewski-Jaime, Director of the Center for Community Building and Civic Engagement (CCBCE) worked for months convening teams involving more than 50 Ypsilanti residents, public officials, community leaders and EMU faculty to conceptualize and write components of the grant proposal. In designing the Ypsi/EMU COPC, the community whittled down from 30 possible topics eligible for COPC funding to three specific activity domains. Each activity domain has projects under it, with a community advisory group. Each of the seven projects has a director, in addition to partners from faculty, students from EMU, and residents, civic leaders, and city officials from Ypsilanti. The grant generated a total of $2.3 million in resources leveraged from HUD, EMU, and Ypsilanti. HUD is contributing approximately $400,000 over a three-year period that will covered faculty release time and small operating budgets for projects. The rest of the grant came from cash and in-kind contributions of space, equipment, and personnel from EMU as well as civic groups, non-profit organizations, and the City of Ypsilanti.Click here for Community partners.

The COPC was overseen by an advisory commission co-chaired by EMU President Samuel KirkPatrick and Ypsilanti Mayor Dr. Cheryl Farmer and was administered by CCBCE Director Dr. Elvia Krajewski-Jaime (Social Work) and Co-Directed by Dr. John Edgren (Economics). They are assisted by COPC Research Director, Ms. Peggy Weincek (ISCFC). The budget system for the COPC was designed by Dr. Susan Kattelus and Dr. Howard Bunsis (Accounting).
